Riga’s New Districts: Million-Euro Projects Transforming the City

Football pitches on rooftops, green offices with gardens, housing on former industrial sites and new waterfront districts — Riga is rapidly changing its urban landscape. Many of these areas were once occupied by warehouses, factories and abandoned sites; today, they are being transformed into modern districts, business centres and public spaces. From the large-scale development in Andrejsala to the new district in Klīversala, Neighborhood+ has selected the projects already underway or set to shape the city’s development in the coming years.

Riga Waterfront — A New Urban District on the Daugava Waterfront

Location: Andrejsala, Riga

Investment: approximately €3.6 billion

Developer: Eagle Hills (UAE), the company of Mohamed Alabbar, developer of the Burj Khalifa

The former Andrejsala port area will be transformed into a mixed-use urban district with residential buildings, offices, hotels, commercial and public spaces, parks, a marina and a landscaped waterfront.

The more than 55-hectare site is planned to be developed over 10–15 years. The district is designed for around 30,000 residents and will include approximately 8,000 apartments. The first residential buildings are scheduled for completion in 2027.

Development will begin with the Soho quarter. The historic 1905 Riga power station will be reconstructed as The Powerhouse, a multifunctional centre, while the adjacent Soho Square will feature fountains, leisure areas and a seasonal ice rink.

New Hanza — From a Freight Station to a New Business District

Location: Skanste, Riga

Investment: Not disclosed

Developer: Pillar Development

A new mixed-use district with residential buildings, offices, cultural and public spaces is taking shape on the site of the former Rīga preču freight station.

The Hanzas Perons cultural centre and New Hanza Biroji office building are already operating here. The next stage of development is a second office building worth approximately €22 million, featuring a green roof and a new public square.

Residential development is also planned across New Hanza through 2033. Construction of all four residential buildings began in October 2025, with 258 new fully finished apartments scheduled to become available in Riga by the end of 2027. Development of the park and commercial spaces is continuing in parallel, along with the Latvian Museum of Contemporary Art project.

Preses Nama kvartāls — a Landmark Building and a Rooftop Football Pitch

Location: Ķīpsala, Riga

Investment: approximately €500 million

Developer: Lords LB Asset Management

The former Preses nams site is being transformed into a mixed-use district with offices, housing, a hotel, commercial premises and public spaces.

The first phase includes an 11-storey Class A business centre of more than 26,000 sq m and a multifunctional centre. Opening is planned for 2026.

A key feature of the development will be the first rooftop football pitch in the Baltics. Later phases will include a 23-storey residential tower, a hotel, and new office, educational and medical buildings.

Verde — a Green Office District

Location: Hanzas iela, Riga

Investment: approximately €150 million

Developer: Capitalica Asset Management

Verde is a modern Class A office quarter in Skanste with a strong focus on energy efficiency, sustainability and greenery. The first two 10-storey buildings opened in 2022 and 2024 and are fully leased.

Building C is scheduled for completion in Q2 2027, followed by Building D in Q1 2028. Once the entire complex is completed, its total area will exceed 50,000 m², investment will reach €150 million, and the quarter will accommodate around 5,500 workplaces.

Verde’s signature feature is its green terraces and rooftop parks with gardens and diverse spaces for working, relaxing and socialising.

SPORTA 2 kvartāls — Cultural Life on a Former Industrial Site

Location: Sporta iela 2, Riga

Investment: not disclosed

Developer: Linstow Baltic

The former industrial site of approximately 3 hectares between Riga’s historic centre and Skanste is being transformed into a mixed-use district.

SPORTA 2 will comprise more than 62,000 sq m of offices, housing, hotel, commercial and public spaces. The site is already home to the kim? Contemporary Art Centre, studios and creative spaces.

The first phase is scheduled to open in 2028. The district will prioritise pedestrians and cyclists, with green courtyards and terraces.

Klīversala Bay — A New Quarter on the Daugava Waterfront

Location: Klīversala, Riga

Investment: developed in phases (Blue Marine Residence — over €23 million)

Developer: A/S Pro Kapital Grupp

The waterfront quarter opposite Riga Old Town will combine residential buildings, restaurants, cafés, public spaces and a landscaped Daugava promenade.

The first phase — River Breeze Residence — has already been completed and fully sold. The next phase, Blue Marine Residence, is currently under construction and scheduled for completion in summer 2027. An international architectural competition is planned for the subsequent phases of the development.

Over the coming years, Klīversala Bay will develop into a new neighbourhood with apartment buildings, parks, a landscaped Daugava waterfront and a marina, creating a modern premium-class quarter.

Lāčplēša Skvērs — a New Urban District Next to Zuzeum

Location: Lāčplēša iela, next to Zuzeum, Riga

Investment: not disclosed

Developer: Estmak Capital (Estonia)

A former industrial site next to Zuzeum will be transformed into a mixed-use district with housing, offices, a medical centre, shops and public spaces.

The project will include 10 buildings — six residential and four office buildings — with around 300 apartments and nearly 60,000 sq m of development. A landscaped square designed for public events will form the heart of the district.

A 19th-century factory chimney will be preserved as a reminder of the site’s industrial heritage. The first phase will include a medical centre and a Lidl supermarket.

Mols — From Shopping Centre to Urban Quarter

Location: Krasta iela, Riga

Investment: To be confirmed

Developer: Tirdzniecības centrs “MOLS”

The Mols shopping centre is planned to be transformed into a mixed-use urban quarter with offices, shops, restaurants and public spaces.

The enclosed shopping centre will give way to a more open urban environment with internal squares, green terraces, pedestrian routes and cycling infrastructure. A courtyard with an amphitheatre, cafés and leisure areas will become the central public space, while publicly accessible terraces are planned on the rooftops.

The first phases of the redeveloped complex could open around 2028-2029.

CENTRUS — A New Quarter in the Heart of Riga

Location: Riga city centre

Investment: approximately €30 million

Developer: Centrus Real Estate Development and Management

In the final development phase of CENTRUS, five residential buildings with 142 apartments are being built between Tērbatas iela, Dzirnavu iela, Blaumaņa iela and Krišjāņa Barona iela.

Construction began in winter 2025, with all five buildings being developed simultaneously. The quarter is scheduled for completion by the end of 2027.

The project will feature a car-free ground-level environment with landscaped courtyards and commercial spaces. A pedestrian promenade will run through the quarter, connecting Dzirnavu iela and Blaumaņa iela. All five new buildings will meet A+ energy-efficiency standards.

Capitalica Lielirbes kvartāls — a Lithuanian Touch in Pārdaugava

Location: Lielirbes iela, Pārdaugava, Riga

Investment: approximately €300 million

Developer: Capitalica Asset Management (SBA Group)

Capitalica Asset Management plans to transform a site of more than 7 hectares near the Spice and Panorama Plaza shopping centres into a new mixed-use district.

The total development area will exceed 100,000 sq m. Housing will form the core of the project, complemented by commercial premises, public spaces, a kindergarten, a medical clinic and other services.

The concept was developed by Gensler in collaboration with Latvian architects. Construction of the first phase is scheduled to begin in the second quarter of 2027.
