FAHLE TERRASSID — the first high-rise Mass Timber office complex in Estonia

The 33.6-meter-tall building will become part of the Fahle Quarter in central Tallinn, an area already home to company offices, restaurants, and service facilities. Construction began in the summer of 2024. The complex will feature eight above-ground floors and two underground levels. Serving as the new office center for If Insurance, it will meet sustainable development standards and become the tallest wooden building in Estonia. Completion is scheduled for summer 2026.

Location

The building will be situated in the Fahle Quarter on Tartu Road, next to Fahl Maja. Its central location offers proximity to the Old Town, public transport stops, and shopping centers. The building will be visible from both Tartu and Peterburi streets.
The complex will have eight floors in total, with cafés and service areas on the ground floor, and cascading terraces with city and sea views starting from the fourth floor.

Architecture

Construction of the Fahle Terrasside combines modern timber with concrete for strength and durability. Underground floors and stairwells are made of reinforced concrete, while the above-ground structure uses timber posts and beams. Ceilings blend cross-laminated timber panels with concrete for extra stability and sound insulation.

The exterior features glass façades, with terraces and timber elements covered in weatherproof cladding. Inside, concrete load-bearing walls support the structure, while lighter, insulated non-bearing walls divide spaces. Timber panels are used for fire compartments and commercial areas, adding warmth and texture to the interiors.

Layout and Construction

Developer Fausto Capital is investing €13.4 million in the project, which will offer 6,845 m² of Class A office space.

Construction involves excavating a limestone foundation pit to house two underground floors with parking and technical rooms made of monolithic concrete. The above-ground timber structures will be protected from weather conditions during construction.

Energy Efficiency

The complex is planned to achieve BREEAM Outstanding certification, placing it among the top 1% of certified buildings worldwide with this distinction. Sustainability features include rooftop solar panels, solar-control glazing, sunshades, ventilation with heat recovery, rainwater collection systems, and water-saving fixtures.

Infrastructure

Located in the city center, the building will have convenient access to public transport, shopping centers, offices, and restaurants. Plans include 85 underground parking spaces, 14 electric vehicle charging stations, and additional parking nearby.

Project Team

The project was developed by LUMIA in partnership with Fausto Capital. These companies also successfully collaborated with Fahle on Stages I and II of the Fahle Quarter, totaling 32,000 m². The work was carried out in cooperation with Tallinn University of Technology and ETH Zurich. The architectural design was authored by Margit Aule and Kristo Põlluaas. Tulipunane OÜ collaborated with timber high-rise specialists IGNIS – Fire Design Consulting GmbH to design the building’s fire safety. This design process was guided by experts Dr. Alar Just (TalTech) and Dr. Joachim Schmid (ETH Zurich).
