The Jūras Skati project is being developed as a modern residential complex that combines the comfort of urban infrastructure with the unique atmosphere of a seaside resort. The complex is located just one hundred meters from the sea and consists of two connected buildings: a ten-storey residential building with apartments and a two-storey building with lofts.
One of the key ideas behind the project is to create a modern seaside living format with relatively compact apartments and a more affordable overall purchase budget. Part of the functions traditionally associated with larger apartments is transferred to shared spaces within the building, allowing for a more flexible and socially oriented living environment.
The building features a spacious lobby of approximately 200 m². The space is designed not only as an entrance area, but also as a place for residents to socialize and relax. It is planned to include lounge areas, a small coworking space for work or meetings, a coffee machine, and essential service facilities. In essence, it functions as an additional shared living room for all residents.
One of the key elements of the project is a shared terrace on the roof of the tenth floor. In most residential projects, such spaces are typically reserved for penthouse units; however, in Jūras Skati a different approach has been taken — the terrace will be accessible to all residents of the complex. It is designed for relaxation, communication, and informal gatherings, offering panoramic views of the sea and the surrounding pine landscape.
Territory
The project is being developed on a closed and landscaped 1.4-hectare site. The area includes walking paths, landscaped green zones with decorative plants, a children’s playground, and seating areas with benches. The environment is designed to create a calm and harmonious living space.
Residents will have access to 112 above-ground parking spaces, including 18 prepared for electric vehicles. In addition, 30 storage units are предусмотрены for residents’ belongings.
Architecture
The architectural concept of the project is based on the idea of harmoniously blending the building with the coastal natural environment. The façades are designed in a modern style using a ventilated cladding system with tiled finishes, ensuring durability and energy efficiency. The architecture emphasizes the connection with Jūrmala’s natural surroundings — the sea, pine forests, dunes, and open coastal landscapes.
Layouts and Amenities
The complex includes 107 apartments of various formats, including 29 lofts. The buildings are 10 storeys high.
Apartments on the ninth and tenth floors offer direct views of the Baltic Sea, while lower floors overlook the landscaped courtyard and pine tree canopies. Apartments are delivered with full finishing, while lofts are offered with grey finishing, allowing owners to create a customized interior.
The layouts are designed with comfort and functionality in mind. Residents benefit from spacious apartments equipped with modern engineering solutions and high-quality finishes.
Apartment prices in the project range approximately from €2,900 to €3,150 per square meter. According to the developer’s estimates, when using a mortgage loan from Latvian banks, including support programs such as ALTUM, monthly payments for an apartment can start from approximately €500 per month.
Due to its location near the sea and relatively affordable purchase price, the project can also be considered as a potential long-term rental investment, given the stable demand for housing in Jūrmala.
Energy Efficiency
The project is being implemented as a reconstruction of an existing building, with a complete renewal of the architecture and engineering systems.
The complex includes modern engineering solutions: connection to the city’s water supply and sewage systems, gas heating with individual meters, a Fresh ventilation system with the possibility of upgrading to heat recovery, and preparation for the installation of air-conditioning systems.
Security is ensured through HikVision video surveillance, operating both within the building and across the territory, as well as IP intercom systems. The complex holds a Class B energy efficiency certificate.
The building also provides accessibility for people with reduced mobility, including elevators and ramps.
Property management is planned to be handled by Senču Sils, one of the leading property management companies in Jūrmala.
Infrastructure
The complex is fully integrated into the city infrastructure.
Nearby residents will find public transport stops, cycling routes, walking areas, as well as retail and service facilities. In the coming years, further commercial development is planned in the area, including a shopping center, fitness club, medical services, and restaurants.
Project Team
The developer of the project is InCity Capital, founded by Mihails Petrišins and Igors Zilbermans. The company brings together private investors and real estate professionals to develop projects in Latvia, providing a full development cycle — from concept to completion.
The architectural concept was developed by Layout 17, while construction works are carried out by Anzāģe.
The total investment in the project amounts to approximately €12.5 million, with completion scheduled for summer 2026.
Thus, the combination of compact apartments, well-developed shared spaces, and a panoramic rooftop terrace forms the core concept of the Jūras Skati project — a modern model of seaside living, where part of the traditional functions of housing is integrated into the building’s shared infrastructure.
