CENTRUS: Five Buildings, One Promenade and a New Urban Quarter

Living in the centre of Rīga is no longer associated solely with work, offices and the rush of everyday life. Demand is growing for homes that allow residents to complete most of their daily journeys on foot, spend less time commuting and devote more time to living. This trend is also reflected in the CENTRUS residential quarter, where the second and final phase is currently under construction between Tērbatas iela, Dzirnavu iela, Blaumaņa iela and Krišjāņa Barona iela.

Construction of the first phase of CENTRUS has been completed, and the homes are now occupied. This phase included the underground car park, the promenade and the first two residential buildings.

Construction of the second phase of CENTRUS began in winter 2025 and is scheduled for completion at the end of 2027. This will mark the completion of the entire quarter, with no further residential development phases planned. Once the work is finished, CENTRUS will offer a fully developed and landscaped living environment.

The final phase comprises five new residential buildings with more than 150 apartments, new courtyards and landscaping throughout the quarter. All five buildings are being constructed simultaneously, allowing the entire development to be completed and commissioned at the same time.

Territory

The grounds of CENTRUS and its inner courtyards are being designed as a car-free environment. Vehicle access and parking are located underground, while the space above ground is reserved for pedestrians, landscaping and leisure. The courtyards will feature green spaces, areas for residents to spend time outdoors and a children’s playground suitable for different age groups.

At the heart of the quarter, a pedestrian promenade will connect Dzirnavu iela and Blaumaņa iela. During the day, it will be open to both residents and visitors to the city. In the evenings, access to the residential area will be controlled to ensure residents’ privacy.

A two-level underground car park with more than 400 spaces has been built beneath the entire quarter. Residents will be able to lease parking spaces on a long-term basis, with spaces closest to the residential lifts allocated for their use. Electric vehicle charging points will also be available. Some parking spaces will be reserved for guests and visitors to the commercial premises.

The underground levels will also include more than 130 storage units ranging in size from approximately 2 to 16 m². These can be used for sports equipment, prams, bicycles and other seasonal or less frequently used items.

Architecture

The facades of CENTRUS feature a dynamic composition of volumes and planes. Projecting bay windows, horizontal accents, varying facade depths and terraces create a striking interplay of light and shadow, giving each building its own character while maintaining a cohesive architectural identity across the quarter.

The buildings are similar in height. Four have seven storeys, reflecting the typical scale of this part of central Rīga, while Urbānais nams, or Building D, located in the inner courtyard, is five storeys high. This creates a sense of unity throughout the quarter without making the development feel uniform.

Careful consideration has been given to natural light, apartment orientation and views towards the promenade or inner courtyards. Commercial premises on the ground floors will complement the quarter’s public spaces and bring activity beyond its residential function.

The facades feature durable, low-maintenance materials, with particular attention paid to proportions, composition and the quality of details. As a result, the new buildings complement the historic centre while retaining a contemporary architectural character.

Layouts and Amenities

Each building has been designed with its own distinct character. Dzirnavu ielas nams (Building A) will offer apartments with two to five rooms and views of Dzirnavu iela, the quarter’s promenade or the inner courtyard. Promenādes nami (Buildings B and C) will feature apartments with two to four rooms for those who want to live in the city centre while enjoying a quieter residential environment. Urbānais nams (Building D) will contain compact one- and two-room apartments suited to young professionals, students, investors and people for whom Rīga is one of several places of residence. Blaumaņa ielas nams (Building E) will offer the most spacious apartments, giving this part of the quarter a greater sense of privacy.

While construction is still under way, some apartments can be combined or adapted to an alternative layout, provided this is permitted by the technical stage of the project. This gives future residents the opportunity to create a home that better suits their needs.

All apartments will be delivered fully finished, with three interior concepts available: Miglas baltā, Akmens pelēkā and Smilšu bēšā. Each features a neutral colour palette and materials that can be easily complemented with individually selected furniture and interior accents. The finishes include oak parquet flooring and porcelain stoneware tiles, together with minimalist lighting, neutral fittings and discreetly integrated technical solutions.

Some apartments will have private balconies or terraces with treated timber decking, offering residents an inviting outdoor space for everyday use. A water connection on the terraces will make it easier to care for plants and maintain the outdoor area. The first show apartment is scheduled for completion in spring 2027.

Energy Efficiency

All five buildings meet the A+ energy efficiency standard. The solutions used help reduce energy consumption, maintain a stable indoor temperature and keep running costs lower than in many buildings in the historic centre.

The buildings feature monolithic reinforced concrete structures, insulated floor slabs and roofs, as well as aluminium windows with triple glazing. Enhanced sound insulation provides additional comfort: the walls between apartments have a multi-layered structure filled with mineral wool, while the triple-glazed windows help reduce urban noise.

In Buildings A, B, C and E, each apartment will have an individual heat recovery ventilation system with CO₂ sensors. Building D will feature decentralised heat recovery units in the living spaces.

Heating will be provided by the city’s district heating network, while the bathrooms will have electric underfloor heating. Water and heat consumption can be monitored remotely. In most apartments, the necessary infrastructure for an indoor cooling system will be installed during construction, allowing owners to add the system at a later stage.

Infrastructure

The name of the quarter was not chosen by chance. CENTRUS reflects its location in the very heart of Rīga, where most everyday journeys can be made on foot. Shops, restaurants, cafés, sports clubs, medical facilities, cultural venues, schools, kindergartens and public transport stops are all just a few minutes away.

The quarter will also include an area for leisure and everyday services, making daily life more convenient for residents. Commercial premises will occupy the ground floors, while the pedestrian promenade between Dzirnavu iela and Blaumaņa iela will become a public space lined with cafés, shops and service providers. In this way, CENTRUS continues the tradition of Rīga’s historic centre, where homes, businesses and public spaces come together to form a cohesive urban environment.

Project Team

The project is being developed by Centrus Real Land, which is investing approximately €30 million in the development. The buildings were designed by the architectural practice Layout17, while construction work is being carried out by Monum.

Apartment sales are managed by Latvia Sotheby’s International Realty.

The developer will manage all residential buildings in the quarter, as well as the two-level underground car park. This will ensure consistent standards of maintenance, security and management while helping to preserve the long-term value of the properties.
